What are the opportunities to get into government institutes like ISRO through B.Tech?

Hello Naveen,
ISRO and many government organisation like DRDO or Armed Forces recruit BE/ B.Tech qualified students. They advertise in newspapers as well as on their websites. Invariably you will have to appear for some written test though some PSU's hire based on ranking in GATE also.
