    Hi Aaquib,
To become an ethical hacker, you need to opt for Certified Ethical Hacker (CEH). It is a professional certification provided by the International Council of E-Commerce Consultants (EC-Council.)
As such there is no eligibility to learn ethical hacking. It's one of the several courses in technology and computer science. Just make sure that before you learn it, you are an expert in network security.
Some of the institutes offering your desired course in the country are :
    -Jetking Infotrain Ltd
    -SEED Infotech Ltd.
    -CMS Computer Institute
    -IIHT
