what are the possibility to select in PGCET?

i am tamilnadu candidate.i would like to do MCA in puducherry.many people tell that pondi govt give preference to thier state. ialso apply the tancet. tancet will be held in 31 march.but pgcet application provide on aug 1st week.may i apply the pgcet or not.pls give me suggestion.
