What are the rules regarding 'Rural Area Certificate' online used for PGI Chandigarh through INICET exam?

I am a Medical officer and have served in rural area for more than 2 years. Now I want to apply for the same rural area service certificate, but my District Magistrate is asking under what rules I will furnish this certificate.

If you're applying for PGI Chandigarh (INICET), and want rural area quota benefits, you need an official Rural Service Certificate.
