You must have a degree in engineering to pursue an engineering degree as a Master of Engineering (ME) or Master of Technology (M.Tech). Both are master's-level courses in engineering, and you cannot apply to these courses without a Bachelor's degree in engineering. For an M.E. Course, you need to have a B.E. , whereas, for an M.Tech course, you need to have a B.Tech. Degree. As far as there is no skills required for that you must complete your graduate degree if you want to do it from private college and if you do it from IIT or big colleges there is an exam called GATE through which help you getting admission in that colleges.
