What are the steps to be taken to start a Recruitment Cell as a liason between Hospitals and likely candidates?

Hi, We are starting a Recruitment Service at our Consultancy which deals in Healthcare Industry and provides other services like NABH Accreditation and Inventory Management. I would like to know what all steps would be involved in order to get it in place.
