When will be the 2nd list out? As merit list and waiting list are out. My name is in the waiting list and my rank is 15.

Very good chance. You will definitely get converted by 2-3 lists. You will definitely get converted by the 2nd list. Waiting lists usually come after 2-3 weeks. All the best.

100%. If not in the second list, you will make it till 3rd list. All you need to do is keep your calm and have some patience.
