What does it mean if a university is UGC approved and not AICTE?

Dear,
AICTE is a body that gives permission to do MBA program, all the institutes must be approved. Further, UGC recognition will be given to the universities. All the institutes must be affiliated to some universities. The university must be recognized by UGC. Therefore, MBA program must cover a university and AICTE.
