What does Status of Expert Committee constituted (Yes/No) means in UGC listing? Does 'No' mean it not being recognized or something else?

I can see Universities listed in UGC website where experts committee Status of Inspection, is shows committee not formed or info not received from university, does that shows university is not recognized by UGC or something else.
