Dear Atu,
Lateral Entry is for diploma holders, those who do 3 years diploma well approved by Govt. norms, and then give their own entrance exam for admission into engineering colleges.
And as they have studied 3 years after 10th, they are directly given admission in 2nd year of engineering.

A student who has his diploma in engineering is entitled for a lateral entry directly into 2nd year. All major universities have this provision and the admission is done through a common entrance test. In Andhra Pradesh it is called E-CET and is conducted in May-June every year.
