If a student fails an internal exam, then they have to take supplementary exams, which are conducted right after their end-of-year exams and in which they can get a maximum grade of C only. The student can talk to the HOD or dean of the college and also the respective faculty. As this is an internal exam, student can get help from their college faculty.
