What happens if one is not able to complete B.Tech within 8 years? Can it be completed after that?

I don't know exactly but he is not completing his B.Tech. It's a very long term break. Should he be able to complete his degree now? His admission was done 8 years ago. It is because of the backlogs and other tensions that he is not giving his papers.
