What if I am debarred from giving the first semester exams due to shortage of attendance can I attend classes in the following semester?

If you have a low percentage in attendance then you have an option make a medical certificate if they find it is valid reason you will be able to give your exam.
If it is not so then you may study in next sem with back in all subjects which you have in your first sem.
I personally recomend you to go to your University site , you will find all your answers clearly.
