If you are able to get civil engineering at IIT, Delhi than there are chances that you can get CSE in IIT Mandi, IIT Ropar, IIT Pallakad and IIT Jodhpur, IIT BHU and IIT Patna (less certainly for previous two) for dual degree course. Moreover, the answer to your question prefer IIT-D for civil over LPU CSE.
