What is better : studing in an IIT in India or Sudying abroad in USA or UK's universities for my master's (in mechanical engg) degree?

I was a science student and scored 87% in X, 85% XII.I am pursuing Mechanical engg. in Punjab Tech Uni.My degree is going on with 70+%age.I have my financial limit of about 4-5 lakhs. What is better for me: studying in an IIT in India or in UK or CANADA's universities for my post graduation courses
