Hi Yuti,
In the Indian context, if the University Grants Commission (UGC) finds that an institution of higher education, which is not a university, is doing exceptional work in its field (which can include Medical Education, Languages, Social Sciences, Forest Research, Armament Technology, Music, Information Technology, etc.); and is offering high-quality facilities in both research and education, then it can advise the Central Government to declare the institution as a 'Deemed-to-be-university'.
