What is difference between AICTE/UGC approval and SIRO recognition?

How is SIRO recognition is different from AICTE/UGC approval? Like NICMAR is not recognised by AICTE/UGC but have recognition from Govt. of India as Scientific and Industrial Research Organisation (SIRO). Does this will have any effect on career?
