Apoorv, UGC is a universities governing body, which authorize a university to run both technical and non-technical universities. AICTE is statutory body responsible for running technical courses. Colleges interested in running technical courses like IITT,Kala Amb need AICTE approval but universities like LPU don't need AICTE approval because it is UGC approved and according to Supreme court's ruling UGC approved universities don't need AICTE approval.
Good luck.
