what is eligibility for mat exm..........i m in diploma to degree program and now on the completion of degree...???

the main thing i want to know is whther there is mandatory requirement for obtaining 50% in the final year or for mat even pass class can do......? and i read some where that college must be human resource development approved .....so is it true....?? plz help me....great confusion :( thanks
