What is free seat and paid seat in universities?
I have got good rank in IP university, and i will get college of my choice, but the college's website says fee will be taken as per university regulations and IP university's website says 15k/year for free seat and 42k/ year for paid seat?
what is the difference between the both? thanks in advance.

Free seat is a seat on which admission is done on the basis of merit in some exam conducted by the university or some other body recognized by the university. Paid seat is a seat on which admission is done on payment of fee which is in excess of the fee payable towards tuition fee and other fees and
