B.Tech= Bachelor of Technology
There is no difference both means the same. It is like you call city Mumbai as Bombay and Mumbai. This is just a nomenclature

BE & B.Tech both are 4 years under graduate degree program. For getting admission for B.Tech u must have to qualify for the IIT as a country level entrance Exam, whether BE can be done through state level entrance exam (PET). B.Tech is more valuable than BE.
