What is IELTS exam? Is it necessary to give this exam if I have already given TOEFL exam?

Hi,
IELTS is a test which need to be taken by students who wish to pursue studies from universities abroad.
As the medium of education in universities abroad is english so all the international students whose first or native language is not english have to take IELTS test to prove their english la
