Cut off simply means the minimum required marks or percentage to get admission in any of institute/school/university. For example: DU second cutoff was around 99%, it means the student who got 99% and more in boards will get admission. Below 99% was not eligible, they have to wait further for next cutoff.
I hope this helps.
