What is partial admission fees taken by JoSAA 2020? Does it include in Institute fees?

If yes then after paying Rs 15,000 to the JoSAA my Institute fees is remaining Rs 10000 only so I want to know that where is my 10,000 rupees is adjusted after paying the partial admission fees has given Rs 20,000 for SC ST category on JoSAA official website.
