What is scope for MS scholarship in Germany and Singapore?

My GRE score is 314 (quants 162) and AWA 3.5. in final year B.TECH in Mechanical Engineering. I have gone through NTU Singapore and DAAD scholarship and they are asking for working experience for scholarship. Can you tell me if there is any scope for scholarship for me with no work experience?
