Admission is through MHT-CET / JEE Main rank.
For reserved category (SC/ST/OBC/EWS), the cutoff rank is lower than general. Example: If General cutoff for EXTC is around 1,000–2,000 (CET rank), reserved cutoff can go till 6,000–8,000 depending on category. So yes, reserved students get relaxation in cutoff during counselling.
