What is the application process for HSEE for NRI students?
I could't apply for the HSEE since I was unaware of this as I reside outside India. I would be extremely grateful if you could tell me any way that I can appear for the entrance exam by applying now. I had no means to send the application form earlier. Please let me know if I could do it now.

Yes HSEE 2022 application forms will start from Feb 2022 to March 2022 on online mode on official website hsee.iitm.ac.in.

Yes, there is negative marking scheme uptil the last year as for this year you have to visit HSEE official website or you can get to know at the time of entrance test in the instructions.
HSEE provides integrated MA in development studies, and also in English.
