What is the average fee structure of courses for mass media and communication (UGC) especially for BA in journalism?

It totally depends on the colleges. If you get admission in any government college then the fee will be around rupees 15000 to 30000 per year on the other hand the fee of the private college starts from rupees 40000 to 200000 per year depending upon the college.
