What is the basic eligibility for the IPS exam

The only conditions for eligibility for UPSC Civil Service Examinations are qualification - Graduation and age limit as prescribed. As such number of attempts made to clear graduation or marks obtained therein are not considered. Thus, once you are graduate and within the age limit you are eligible

Yes, you are because there is no such restriction to appear in civils.
