Now a days, lot of colleges offer M.Tech, but if you really want to get white collar job, you must get admission in top universities, where you can get on campus placements.
M.Tech degree is just useful for future in your career promotions, which will hike your salary.

B.Tech CSE is a sufficient qualification to start your IT career as Developer or tester. M.Tech will make you a specialist in chosen field and you can make a career as a high-end technologist. You may seek admission in M.Tech if you are technically inclined and want to grow as Architect and CTO etc.
