What is the best time to apply for MS in computer science? I am planning for the 2013-14 session.

I have completed B.Tech in Comp Sc. in 2009 and since then I have been working in a major IT firm. I am planning to do my masters from the US and am preparing for GRE/TOEFL. I would like to know what would be the best time to apply to the universities, considering the availability of scholarships.
