The cutoff will be 99 percentile. Yes you can get into with the above mentioned profile.

See from past few years the level of difficulty that CET is having has not been constant so it would not be prudent to quote a particular score to clear the cut-off. Percentile is a good measure in that context. For the 2015-17 batch the cutoff for GD-PI shortlist went till 95 %le and although there was some weightage for academics, it didn't stop candidates with average academic scores from getting a shortlist as well as final convert.
