It will be in between 11-13 lakhs and if your marks are good in 12th you can also get scholarship. Some universities also provide you dual specialization courses in engineering which is good from perusing simple engineering so check out with some consultancy serviced.

for germany you will have to qualify for their language test.There are lot of difficulties in germany regarding language.

Only Post graduation have this 100% free tuion fees. UG is not available. You need minimum 85% of marks to avail this with high IELTS score and German language certificate
