B.Tech is offered by Indian Institute of Space Science and Technology which is a Deemed to be University UGC, and located in Thiruvananthapuram.

Indian Institute of Space Science and Technology (IIST) conducts its separate
entrance examination for admission to undergraduate courses(B.Tech.) in
Aerospace Engineering, Avionics and Physical Sciences.

To the best of my knowledge and research, ISRO does not offer a B.Tech course, instead you need to apply for IIST (Indian Institute of Space Science and Technology) which offers a B.Tech program keeping in mind the ISRO requirements.
