Hi normally to do BE or Btech from any college or university in India you have to be 12th pass with the minimum cut off percentage and have to appear for engineering entrance exams like AIEEE, IIT-JEE, CET etc. Also, some of the people do diploma in engineering after 10th class which is also called polytechnic in some places. They are eligible to get admission in BE or Btech 2nd year directly through lateral entry. Please tell me which city and state you are located in India so that I can guide you further. But, ensure the college and university is UGC approved, AICTE approved and MHRD approved.
