What is the current decision of the JAB on the eligibility condition of the repeaters of 2012?

Will the students have to write their Boards again in 2013? Also, in State syllabus, will ONLY 12th marks be considered for the Top 20 Percentile or both 11th+12th?? Or is the exisiting condition of 60% still given for the repeaters?
