Dielectric constant of a medium is the ability of the medium to loosen the bond of any electrovalent compound immersed in it. Higher the dielectric constant, higher is the solubility of substances in that medium. Water has a high dielectric constant, it is also called a universal solvent. Even a very small amount of glass is also soluble in water.
