Basically, they both are focusing on same thing, but minute different is that apex is associated with highest studies also.

In mathematical way Apex Institute is a subset of Chandigarh University. In Chandigarh University their are different departments like for engineering UIE(University institute of engineering) and Business department for MBA etc.
In a similar way Apex Institute is also a department for B.Tech(Hons.) and MBA.
