In home state OBC rank, you compete with the candidates of OBC Category in your state only. And, with all India OBC rank, you can compete with the candidates of OBC Category with in India.

It should be less than 1000 as the competitors are less.

If it is home state rank, the number of students who wrote exam in the state you live is arranged rank wise, and the ranks are displayed. In case of All India rank, the total number of students from different states will be there in the rank list.
