The basic difference between both is that Product Design is focused on creating a product to enhance user experience. Meanwhile, Industrial Design is focused on the manufacturing process of a product.
A Product Design can include anything from a car to a software, meanwhile Industrial Design work on mass-production such as computers, cars, and so on.
