What is the difference between M.Engg and MS as foreign universities provide both for same majors?

There is no difference in MS or M.Engg. M.Tech degree awarded in India for post-graduation in the field of engineering or technology is equivalent to MS or M.Engg. It is only a nomenclature difference between MS or M.Engg or M.Tech degrees.
