1) Only universities can offer Degree Programmes: In India only those institutes which are affiliated to a university can offer a degree. Institutes which are not affiliated to university are autonomous and can offer PG Diploma. However, some of these programmes are approved by regulatory bodie

The basic difference between MBA and PGDM are:
MBA is a degree whereas PGDM is a diploma.
MBA are awarded by universities, whereas PGDM are awarded by institutes offering management course.
MBA students can pursue Phd, whereas PGDM student can't pursue Phd as it is a diploma, and to pursue Phd
