MBA degree is offered by Colleges which are affiliated to Universities with prior AICTE approval.
Institutes whose course are not affiliated to any University gives PGDM degree.
    So, the main difference is
PGDM is a diploma course awarded by autonomous institutions whereas MBA is a degree course awarded by Universities.
PGDM degree will only be equivalent to MBA when it got approval from AIU.
Also, Universities will change its syllabus as per industry requirements once in 3 to 5 years whereas PGDM course syllabus will be changed every year as per industry requirements. So getting PGDM from top b schools got high value in the Industry.
