More than the nomenclature, it depends from where you do it. For example, TISS does not offer MBA, its programme is MA in Labour Relation and HRM similarly XLRI offer PGPM in HR but they are treated as MBA and rated top. Check the credential of the institute from where you want to pursue the degree.
