What is the difference between PGDM and MBA?

A Masters in Business Administration (MBA) is a degree course offered by the colleges affiliated to the universities while the Post Graduate Diploma in Management (PGDM) is a diploma course offered by the institutes that are recognised by the All India Council for Technical Education (AICTE).

Yes. MBA is a degree program. PGDM is diploma program. Most private colleges give PGDM. For companies, both are almost the same with little difference. Only if you are required to do a Phd after your post graduation then MBA is considered. PGDM is not considered valid for Phd.
