What is the difference between PGP (offered by ISB) and MBA (offered by IIMs)? Why does ISB want my GMAT score?

Since GMAT is for foreigners, I am an Indian citizen then why are they demanding GMAT score rather CAT or MAT score? Can you please give me the fee structure for this also?
