In India, the syllabus is fixed and prescribed a book for it. The teachers reproduce the book and you reproduce it in the exams.
In Abroad, only topics are fixed as syllabus. No book prescribed. Only a Ph.D scholar with doctorate degree in that topic only will come and give you lecture. As there is no book naturally he will teach the latest in the field.
