TOEFL (Test of English as a Foreign Language) and IELTS (International English Language Testing System) are two of the most widely-accepted tests to certify your English proficiency.
TOEFL follow mostly North American English accents and IELTS follow a range of international English accents. The length of TOEFL is 4 hours and that of TOEFL is 2 hrs and 45 minutes.
    Fees:
IELTS : In India, the fee is Rs.11300
TOEFL : more than 200$ and not more than 400$
If you don't want to spend a lot of money and if you are not a native speaker then go for IELTS It is less complicated.
    Best of luck!

Hello, better cannot be defined as it completely depends on a test taker. IELTS is a paper based and accepted worldwide particularly in Europe. TOEFL on the other hand is online, also accepted worldwide and preferred in the United States.TOEFL has been banned in some parts of UK. You need to decide where you want to study and decide thereafter about the test.
