Well, through basic idea web development is concerned with the creation of a website and web designing is about giving the design to that website appropriate for viewing. And, it is done through different designing software.

Web development means creating a website using PHP, CSS Javascript, etc. While web designing means creating a layout of a website using any designing software.

Web Designing: Giving look and appearance to the websites. Prerequisites: HTML, CSS and Bootstrap. Web Development: Leveraging Overall functioning of the website. Prerequisite: HTML, CSS, PHP, MySql, Python and etc.
