Electromagnetism is the property of an electromagnet. When electricity is passed through coiled (wire wounded) magnetic substance especially in magnet, it becomes electromagnet possessing the electromagnetic property.

If you take a non-insulated coil of wire and run electricity through it, then it (nearly) acts as a magnet. This is electromagnetism.
